A chilling blueprint for nationwide repression has been revealed, detailing the Iranian regime’s calculated strategy to violently quell dissent. Leaked documents, approved by Supreme Leader Ayatollah Ali Khamenei, expose a meticulously planned operation utilizing force, pervasive surveillance, and complete internet shutdowns.
The strategy originated in the aftermath of the 2019 protests, sparked by fuel price hikes and a collapsing economy. Iran’s Supreme National Security Council developed the framework, anticipating and preparing for future uprisings with a disturbing level of detail.
These aren’t spontaneous reactions to unrest; they are pre-planned orders for mass killings. The documents, obtained from within the regime, outline escalating levels of security response, clearly defining which authorities would assume command as protests intensified.
Initially, national police and the Intelligence Ministry would handle unrest, supported by the Islamic Revolutionary Guard Corps (IRGC). However, as conditions worsened, full command authority would swiftly transfer to the IRGC, signaling a dramatic escalation in the use of force.
Khamenei himself ordered the nationwide implementation of this blueprint, directing that it remain in effect for two years. This directive became the foundation for the brutal suppression of protests that erupted in January 2026, fueled by soaring inflation and widespread anger towards clerical rule.
The human cost has been staggering. Reports indicate at least 6,854 people have been killed during the protests, with over 11,280 cases currently under investigation. The regime’s internal assessments meticulously tracked the uprising through distinct phases, culminating in the IRGC’s full control and the implementation of lethal force.
During the most critical “armed security situation,” the IRGC operated with support from other security agencies, while the Ministry of Communications enacted sweeping internet restrictions, including complete shutdowns designed to isolate and control the population.
A separate, 129-page document compiled by the IRGC’s Sarallah Headquarters in 2024 reveals the extent of the regime’s preparations for dissent. This “Comprehensive Security Plan of Tehran” details extensive surveillance measures targeting opposition groups and even the families of those previously executed for their beliefs.
Members of the People's Mojahedin Organization of Iran (MEK) and their relatives were designated as “level number one” enemies, subject to constant monitoring and control. The plan demonstrates a willingness to employ extreme measures to maintain power, including the calculated killing of protestors.
However, the regime’s brutality appears to have had the opposite effect. The killings have galvanized the population, fueling a growing resistance movement determined to overthrow the current leadership. A new generation is joining the fight, organized and resolute in their pursuit of liberation.
