The first interruption came as Noem was being sworn in, a woman launching into a furious tirade accusing the Secretary of disgracing her agency. She specifically criticized Noem’s focus on ICE, arguing FEMA employees should be dedicated to disaster relief, and repeatedly chanted “Your staff say abolish ICE!”

Later, during questioning by Senator Dick Durbin, another woman erupted from the back of the room, shouting accusations directly at Noem. She claimed “200 Americans were killed by ICE,” and demanded Noem acknowledge the names of Keith Porter Jr. and Linda Davis.

The case of Keith Porter Jr. involved an off-duty ICE agent who discharged his weapon in self-defense after Porter began firing a gun into the air outside his apartment. Department of Homeland Security officials described Porter as an “active shooter” and stated the agent was “forced to defensively use his weapon.”

Linda Davis, however, was tragically murdered by an individual who was actively evading ICE custody. This crucial detail, often overlooked in the protests, reveals a different narrative surrounding her death.

Both disruptions resulted in the immediate removal of the protesters by security, highlighting the intense emotions and political polarization surrounding immigration policy and the role of ICE.

The hearing quickly devolved into a battleground of accusations and counter-accusations, overshadowing the intended focus on DHS oversight and raising questions about the boundaries of acceptable protest within a formal legislative setting.
